Is the data rate displayed , directly equal to FPS ?

So if I see a player on  remote showing 25-35 data , does that mean he/she has an FPS lock of at least say 35 ?

Yes, the data rate is directly equal to the visual FPS -- in FS2004 anyway.  It's locked to 4 times per second in FS2002.

Yes, that's a safe assumption.  Might not be precisely 35, but very close to that.  And as you said, it could of course be locked higher than 35, or not at all.  But it won't be much lower than 35.  You can do a few tests with your own FS2004 connected to the session to see how precise it is against your own FPS.
